So let’s just say there is a gathering this year in Idaho 2020 and it’s the
smallest one on record, which is Utah 1974 right now, but that year there
wasn’t a vision council because that wasn’t a thing yet, but now there is.
If this year’s vision council decides to have a gathering elsewhere next
year will that consensus be respected?

I suspect the "gathering" may be in Washington, D.C. circa January 6th.

President Trump broadcast a speech calling on all patriots to converge
on Washington, D.C. on January 6th. A video of the speech is posted on
Trump's youtube channel.

Seeing that Trump's prior inauguration garnered the largest crowd in
many decades his upcoming inauguration may net an even greater gathering.
